How does IOTD work?

I cannot find a link on this site that explains the Image of The Day feature. How is this chosen? Can we vote?

I was under the impression that Todd picks the images.

That's my understanding, too. Perhaps other TO admins are consulted, but it's not a matter of voting.

I had an IOTD several years ago.  I didn't think it was all that great but it showed up as IOTD.  I ask about it and was told that it was an automated process but I don't know exactly what the process was.  Has to do with the number of views plus some other stuff. 

My photo was nowhere near the quality of some of the IOTDs, it had to do with some "No horn" zones.  It was more of a documentary photo than a spectacular vista or some unusual angle on a steam locomotive.  I've submitted several that have been better.
