looks like csx have chosen wilmington.nc to be it's primary port to route new contaner business through if and when the extra or new panama canal's business shows up.

That's not how it works, CSX doesn't choose which ports the steamships lines will use.  CSX is simply offering service from an additional port, probably as a result of the state of North Carolina financially assisting in some way.  Wilmington is competing with other east coast ports and NC is trying to  promote its use.
