No, they're not waybilled to Willard. Probably going to Larry's Truck Electric in McDonald.

I know what a waybill is. That's why this usage is mysterious.

What "waybilled" in relation to a locomotive moving dead in train behind the working consist, and not in MU with it means, is that the locomotive owner is paying the railroad to haul his locomotive somewhere.
The locomotive need not be current on its FRA inspection to be hauled dead in train. Its safety appliances need to be in good shape, and its air system must work properly.

A running locomotive meeting all of the MU requirements may be offered to a railroad for transportation at a reduced rate if the RR can use it for power enroute.

Waybill has to be attached to a dead locomotive being towed in consist showing where it came from and where it
is going to
Waybill in Willard means it is a dead traveling locomotive that is held over in Willard and will be put on another
train to continue on to its destination.And will receive new waybill traveling paperwork
Waybill has to be put on the loco and also a set on the controlling locomotive of the train for the crew that is running the train

Yes, thanks for the explanation that, essentially, "waybill" here = dead-in-tow.
