NS Chattanooga/Birmingham/Macon Questions

Good Evening:

Is the NS at Chattanooga still having severe congestion issues? Earlier posts stated NS is reinstalling retarders at Chattanooga Hump. Is this still the case?

Also, are Birmingham and Macon still having congestion issues?

Of late on the Alabama East End ( ATL-BHM ) district many east bound trains (manifests) are tied down in the sidings.
Just yesterday an east bound had to hold at CP Foster MP708.4 for a west bound because for the next 56 miles, the six sidings between there and CP Lithia Springs MP652.9 had trains tied down. Yesterday east bound 26A tied down their train around Inman somewhere and headed back west to re-crew a tied down 290. As reported here before, not uncommon at all for crew of local A25 to re-crew tied down trains and take them into Atlanta.
I am hearing the same is happening on the line out of Atlanta to Greenville SC but can't verify that.

The below charts show Terminal Dwell for week ending May 4, 2018 for the 5 yards with the highest dwell hours.
The second chart is the 5 yards in the Southeast. Numbers are rounded. Not a good picture at all.

Linwood Yard is congested too. Trains are parked all along the NS main in the Carolinas.
