CSX Track Geometry/W003 Question

Why has the CSX Track Geometry/W003 never came though The Charlotte Subdivision ? I also hear that it rarely over the W&A & the Abbeyville Subdivision, why does it like to stay up North ? From what I can tell it never comes south .

I’m sure it goes all over the system it just doesn’t stay up north

Maybe they would just as soon not know the "real" track condition and would rather rely on the track imspector's reports...ignorance is bliss!
