What is this MOW machine

Would sure like to know what this RJ Corman track machine is called and what it does.  Was following a track lifter and preceding a tie inserter. Seemed to be clearing ballast away from the ties but not certain.  TIA

Used to unload tie plates rail creepers and or pandrol clips. Anything except the spike itself it appears
