If you hear a "C" local symbol get the railroad from JK to Paint they should be going to Windber. I`m pretty sure the only other loadout is at Central City. I also think that block limit is "Cairn". We saw them bust the empties in half and load side by side at Central City.

Rail accessible with the benefit of removing hundreds of trucks. Metallurgical / steel coal.
