Is OnmiTRAK or CSAO intending to open part of Ex CNJ?

Recently warning notice of reconstruction of the Black Horse Pike crossing of the former CNJ at Folsom NJ MP 109 were posted on the grown over and abandoned line owned by NJDOT south of Winslow Jct (MP 105).  SRR of NJ serves NJ Hot Mix at 107.5, but south of there the line is grown over to MP 119.07 junction with CSAO that was used to switch industries in east Vineland, using a diamond crossing interchange (MP 120.47) with the Millville Line of CSAO, also used by OnmiTRAX, the new owner of former Winchester & Western RR.  On April 1, Trains Newswire posted the interest of OnmiTRAX to find shipper interested in 10 industrial sites on their present line.

Is this highway reconstruction of the crossing indications of putting 12 miles abandoned track into new service so OnmiTRAX will be served via Winslow Junction as is Southern RR of New Jersey by Conrail?  That would eliminate the need of track from Vineland (MP34) to Woodbury (MP 9) and make room for the new extension of the RiverLine to Glassboro.  It would give many new industrial sites between Vineland and Winslow Junction and may encourage the rebuilding of the NJDOT trackage from Winslow Junction to Lakehurst.  It could permit the abandonment of 25 miles of the Millville Branch of the former PRSL (WJ&S).

That makes a lot of sense as the CR track between Glassboro and Vineland has zilch for current customers, no "in service" sidings. The former owner of SJRR had proposed reopening the line for those very reasons and that was 15-20 or more years ago.
