I'm told 20E should appear on the premium list.

A supplement was issued, adding 20E to the exempt list.

It seems they often have trouble issuing a bulletin correctly the first time.  You'd think all those highly inntelligent people who work at the genius bar could do better.

The person that issues the bulletins on my Division constantly makes mistakes. Each new bulletin issue takes 3-4 issues to get it out right.

Agreed.  ...and it seems to be system wide.  I'd be embarassed, but they have no shame or concern for getting it right the first time.
Any wonder the most popular phrases at the yard office are....
"when did they change that?"
"there's a bulletin out about it."

NS #255 is the surviving westbound Triple Crown train from Detroit to Kansas City. Its counterpart, #256, must not be as hot.

They're being allowed to drop to 50mph status to save fuel. That's the point of the bulletin. Only some will continue to run at 60mph.
