Could the G&W establish a "through" route for intermodal and racks from Montreal/St. Albans to Worchester/Providence via MILLERS FALLS and GARDNER? (NECR-B&E-P&W)

I didn't see anything that prohibited anything on Pam Am Southrn except that NS would seem to have been granted
that route s part of a trackage righs agreeement.

Is there a market for such a route?  If there was, they could already connect greater Montreal with Providence using NECR to Willmantic and then P&W to Worcester and then on to Providence.

Certainly is possible.  Both NECR and P&W have interchanges with PAS some conceivably, they could use the B&E as a much shorter connection between their two railroads verses using the Willamantic connection in Connecticut.
