What's in the Box?

What's in the box in the lower right?

It's been there at the Harpers Ferry Station for quite a few years.

Could it be sand and/or salt for snow and ice?  Could it be some maintenance gear or electrical equipment for CSX to use on the bridge?

Not exactly sure, but it may be related to the Fibre optic cable that runs parallel to the the ROW.  There are several similar boxes, buried along the tracks, on the east slope of the Keystone Sub. (Sandpatch Grade).

Good one - perfectly logical! I wouldn't have thought of that.

Unfortunately, that part of the platform has been blocked-off for railrans/anybody in my lifetime.
