This subject is in my wheelhouse.

Develop another CRDA. Thats an easy read in the article. Need new glasses? Its a bit odd to call this CRDA a "structure" so maybe you were expecting some kind of building. I could look up Cumberland Mine but I bet they mine coal..

Application maybe? Must have something to do with this: 25 Pa. Code Chapter 90. Coal Refuse Disposal (pacodeandbulletin.gov) "Structure" or "structures" appears 61 times. Seems a bit on the high side for the project, if all it is is a landfill. I also hadn’t encountered the use of the word “structure” to describe a landfill project before.

Any time someone promotes an unpopular development project by the number of jobs, they are referring to temporary construction workers. The long term jobs are usually a tiny fraction of that. Cumberland mine is located close to Kirby, PA. and the site will be close to the mine. The Cumberland Mine changed owners and was going to close by the end of 2021 putting about 700 people out of work. The refuse dump was in planning for some past years. By going ahead with this new "structure" the mine can stay open, thus generating 700 jobs.

One, the wastewater pit is nearly full. The new owners will need to invest right away if they want to mine coal here. Two, the new company got the property for little investment, but will take over Contura's union and pension obligations. Three, Contura will keep the rights to the met coal in the ground.
