Buffalo area activity

A ship has finished unloading windmill parts in the Gateway Port in Lackawanna. This is the old Bethlehem Steel facility. The Buffalo and Pittsburgh are loading them on flat cars to ship out. These bases and turbines were produced by VESTAS US, one of the largest wind turbine manufacturers in the US. Not sure where these are headed.

Looks as though CSX is abandoning the Ohio Street yard in South Buffalo. This yard switches the industries left on the Buffalo waterfront which include 2 major shippers in ADM and General Mills. These 2 customers on Ohio Street seem to need daily switching so not sure what CSX's plan is as far as where they will service these customers from. Closest yard is the old Seneca yard which is primarily intermodal. Also noticed the CSX yard in Kenmore tore out yard tracks. Major customers switched from Kenmore are GM engine plant, Dupont, NOCO and Sumitomo Rubber (formerly Dunlop tire).

Why doesn't CSX allow a short line to provide GOOD service to these industries?  CSX clearly does not want to do carload business.
