CSX Abbeville Sub - second MoW window within a year

It's being reported that CSX's Abbeville Sub is about to do another round of maintenance for two weeks. This is the second window this year which is quite unusual. Anyone have any insights into this?

One may have been rail installation
Next may be ties and surfacing.
