Does an engineer running down the middle of a snowy street keep his hand on the throttle to shut it down and brake, or on the horn?

Very nice!  I had to look up the reporting marks on those JCHs; CSYX is Central Soya.

Nice catch on the video. Looks like those lines attached the pole near the guy with the dog are really hanging low. How much clearance does the train have?

Was Central Soya. Indeed, that's where the letters derive from, but Central Soya no longer exists as a corporate entity.
The reporting mark CSYX is now assigned to successor BUNGE NORTH AMERICA.

At slow speeds your hands are on throttle and independent brake anyway....as short as that train is it should stop pretty quick if needed.
