4-truck flat cars

Four-truck depressed centers flat cars are not a common sight. My friend just told me that last week he saw a westbound CN freight through Vicksburg Michigan with 17 empty  4-truck depressed center flat cars all in a row! Going too fast to get reporting marks but what a sight it much have been.

Does that mean 8-axle, or 12?
