This looks like the assigned engine for the east end of the Ohio and Pennsylvania RR from Negley, Ohio to Darlington, PA. Spotted it at Darlington Brick. Also to the SD40-2 question, how the he double hockey sticks is it going to negotiate the tracks coming out of Struthers. It still of interurban nature and has some very tight curves.
