Ho scale custom Decals

I need to ask the group which is the most cost efficient way to get custom decals? I believe someone has a computer program and paper to make them? Or should I have one of the custom decal companies make them and who might they be?

The problem with printing them yourself is getting white lettering or graphics onto transparent decal film.

The problem Ive found with the "big" custom decal companies is they will make you order a somewhat large quantity of the set you order, they wont custom print you just one sheet. I have made decals on my computer using a $25 ink jet printer, and had great results. But as is was mentioned, you cant print white, (grr).
If you find someone who can print white, and they will print and sell you just one sheet, tell me because I will be interested.

You CAN buy white decal paper (as well as clear) which will give you the white colour you might need.

You would print on the white paper setting the white portions of your graphic as 'transparent' before printing.

I know BevBel sells it and I'm sure other decal paper manufacturers sell it too.

Trouble is, the decal may come out a little thick.
