Maybe not switching in a yard but if it's going going out on a road freight then it has to be fixed. Some individual railroads may have switching instructions regarding shiftable loads, but it's not prohibited by any law. My question applied to the specific placement shown in the model photo. Back in late 1989, I chased a D&H train up Belden Hill out of East Binghamton when helpers were still routinely assigned to such trains. The rear car in the train was a gondola loaded with utility poles braced with stakes. I'll bet the helper crew loved staring at that all the way up to the tunnel. I cover the model with the "Quick Age" Let it dry, the I covered the model with grunge black. After it somewhat dried I take a Q-Tip and moisten it with plain rubbing alcohol and wipe the mess I have created up... Seems to work ok.
