RC Country has a repairman at the back of the store, left side of the store.  He isn't there all day, so you might call first.

Western Depot in Yuba City I think is an official Lionel repair station.

I have used the guy at RC Hobbies on Folsom Blvd. He came over from Bruce's after they closed. Very reasonable rates, good work, great service!
