Atlas 89' TTAX trailer hitch assembly

I have gotten my reading glasses and Atlas' instructions but for the life of me I haven't been able to figure out how to assemble those darn hitch assemblies for my Atlas TTAX flat cars.

Any help would be greatly appreciated!
