Decoder issue - function on when "OFF" selected, off when "ON"

I just installed NCE D16MTC 21-pin decoders in my new Athearn SDP40F Amtrak locos. When the function commands for the ground lights and the red emergency light are set to "OFF", they are ON instead, and when they are set to "OFF", they are "ON". Could this be a quirk in the loco's wiring? Is there a CV that can reverse the action of the function's command? Or is there something wrong with decoders?

Dig into your instructions as think that it should be like the motor as it can be done. Took me a while to figure the motor issue out as can read forever and still miss things.

Rick Fortin,

The new 21pin boards for Athearn were designed and built by Loksound ESU from what I have been told. You could try a ESU Lokpilot 21 pin decoder and see if that works correctly. Bruce

BRUCE, what I was trying to say was, you can reverse the motor IE so forward is forward by changing one of the CVs. I don't know which one it is without digging thru it again. I figure that it might be possible to do the same with the lighting. OK???????????? ;BRUCE
