If you google "sedum" trees  for model railroads, you'll find numerous articles.

We wait until late winter to pick them.  This way they are dry and bug free.  (Indiana)

Have a piece of foam from packaging, etc.  Have the mix you want for the foliage ready.  Spray the plant with spray glue and sprinkle on the foam.  Stick the stem in the foam and do the next one.

I personally separate the floret in pieces about three to four or so inches.  Depending on the surface you are putting the "trees," I drill, or using an awl, make the hole for the stem.

At my house, I have 85 to 90 foot trees around the house.  In HO scale this would be about a foot tall.  Too tall for what we need.  Your brain recognizes the plant as a tree and size does not really matter as long as it looks proportional.
