MTH Turbine Engine/Tendeer Won't Run

I'm trying to run my MTH Gas Turbine and Tender Set with no luck.
I think I've run it before, but if so, it was years ago.
I have the tender plugged into the loco with the two wires.
I'm running NCE Powercab.
The engine doesn't power up when I select loco 59, 059, or 0059.
Nothing happens when I press "3", as is required with MTH engines.
Power from the computer is good with no blinking lights.
I'm wondering if I ever set up the cab number when it was new.
What am I missing?

F3 is start up/ Shut down which I think you tried . You might try loco address 03 in case you never changed the address in the first place.

I've tried that.
How do I check the CV to see if it's the cab number?

If I remember right, you can reset to factory defaults  with 55=55.
Somebody can correct me if that's not right.

I did the unthinkable, read the manual, and learned the same thing.
I also learned that their engines come with pre-programmed cab numbers.
But, I'm not sure if that would be 59, 059, or 0059 when using NCE Powercab DCC.
If that doesn't work, I guess I have a dead engine and will have to call MTH.
Given that they're going out of business, not sure if they have much customer service these days.

I've always found that with a non-responisve locomotive I ask it who it thinks it is.

Put it on the test track with Decoder Pro.  pick any loco from the roster and open the programmer,  Go to the Basic panel and click read full sheet.
This will tell you what the decoder thinks it's address is.  

Make sure you don't save this when you close decoder pro as you'll screw up the loco profile you used to read the basic panel.

Unfortunately, I do not have Decoder Pro.
I reset CV55 to 55 and it's still dead.
I will call MTH Monday and see if I can get any help.

After more troubleshooting, I've discovered an apparent short in the engine itself.
The NCE computer displays a rapidly blinking red, indicating a short in the system.
When I lift the locomotive off the track, the blinking red on the NCE computer reverts to a solid red.
