New MTH Berkshire w/ Smoking Whistle

Hey so a buddy of mine got the new MTH Berkshire with the smoking whistle. It seemed to work initially and now it's not. The dome where the whistle is comes off, and it looks like that would be the reservoir for that smoke unit. Is it or is it where the little hole is? MTH has given zero instruction on how to put the fluid in there. Anyone else experiencing any issues? I wanna know only cause I also want one. Thanks.

MTH provides a small dropper with a very thin tube.  That goes in the whistle hole to add fluid.
