According to the Soundtrax technical reference, you have to READ CV7.   The answer will tell you what type of decoder it is (steam or diesel) as follows:

D0-D7: Version Code

32 = DSD-100LC Steam, V2.0
33 = DSD-B280LC, DSD-B3TSLC, V2.0
34 = DSD-100LC Diesel, V2.0
35 = DSD-AT100LC, DSD-LL110LC, DSD-KT100LC, V2.0
36 = DSD-LL100LC, V2.0
37 = DSD-C628LC, V2.0

They did at least give you a clue with a diesel design on the header, steam would have a
steam engine drawing.  LC on the end stands for Low Cost, so they're not going to offer
more information than they absolutely have to.  LC decoder line are no longer available.

If it makes choo-choo noises it's steam, if it makes zoom-zoom noises it's diesel but if it make no noise at all it's electric!
