They are EMD's and are GP39-2's and your answer can be found here.

CSX in the early 1990's wound up with (20) ex-D&H GP39-2's originally built for RDG and (20) B40-8's built for NYSW.  It's my understanding CSX helped finance the -8's, NYSW had already purchased a few prior and retained those.  The GP39-2's became CSXT 4300-4319 and the B40-8's became CSXT 5930-5949.  Hope this helps.

Just to add a little detail to the story, while some of the units were in fact painted in GTI gray, the units were actually part of the D&H after Guilford put the carrier into bankruptcy and where no longer connected (to GTI).  At the time of the bankruptcy, they were owned by GATX and along with 10 MP15's operated by Conrail, where in fact leaed to CR and the GP39-2's were subleased to the D&H.  When the lease expired, Conrail understandably wanted out from being in the middle.  CSX agreed to buy the units (and even paid for the heavy overhaul on 4 out of service units at MK Mountaintop) and leased them back to the NYSW/D&H.  When CP bought the D&H, the units where returned to CSX along with the 20 B40-8's that were painted for the NYS&W.  As stated above, the four original NYS&W B40-8's remained with that carrier.

Was Conrail's lease on the 20 D&H GP39-2s a legacy of their having been built as Reading units?

If so, was Conrail also involved somehow with the ex-LV GP38-2s that became D&H 7314-7325 in 1976?

You are correct with respect to the Reading GP39-2's.  The lease was "inherited" by Conrail.  It was not simple to assign the GP39-2 lease to the D&H since it covered the 10 MP15's as well.  In all likely hood, GATX probably figured that it was better for them since Conrail was a better credit risk than the D&H.  Thus, why go along with a split/assignment of the lease.  When the USRA, conveyed the GP39-2's to the D&H, it put Conrail in the awkward position of paying the owner for the locomotives and then they had to wait to collect the lease fees from the D&H.

The GP38-2's were originally financed by Xtra Corporation (who mostly owned truck trailers but also 50 of PC/CR's SW1500's and 6 of the D&H's C424m's).  Since the only unit's involved in the lease were the 12 GP38-2's, it was an easy assignment.  One would assume that Xtra was getting paid as they financed the 6 D&H C424m's (451-456).  The lease on the GP38-2's had expired by early 1988 and these unit's were owned by the D&H at the time of the bankruptcy.  The trustee was charging Delaware Orsego for their usage and ultimately sold them to CP when they acquired the D&H.  The trustee paid for the heavy overhaul of the three out of service units at Mountain Top and was planning to fix the two wrecked GP38-2's as well as a heavy overhaul of the remaining 7 in-service units at the time of the sale.  The sale ended any interest in moving forward with any work on these nine units.

Slightl y off topic , the four NYSW purchased GE B40-8's /4002,4,6,8 were sold by the NYSW to the Providence & Worcester RR Co. and are now PW/GWI 4001-4004.None of the P&W units carry their NYSW nuber, close but no cigar. The units are all still in service.

Nice shot!  Ex D&H 7401 - RDG 3401.  One of the Mountain Top heavy overhauls.
