You really do pay attention to the whole RR scene and surroundings, very well done and looks like a perfectly normal day to me.
Back-date it 50 years and you would have a motor car on a setoff, a separate mast for east and west signals, and no orange vest, but an equally dedicated Maintainer checking the signals and relays just like this fellow.
An enduring scene of operating a railroad.

Question:  do the signal maintainers truck raise the rail wheel axles above the ground (if so, how far) when the truck is off the rails?

Yes. I want to say about twelve inches or so. Maybe a little higher.
