What color ( of true color paint ) do I want for the following.

So your question is not detailed enough for an appropriate answer.
What are you painting, plastic or brass?
Do you need a primer or just a base coat or undercoat so you can easily paint the final color?

Tru Color paints are made with super fine pigments and or inks.   So they spray on very thin and some patients is necessary while spraying it.    The first couple of coats need to be laid down thin so the paint does not run, as you need to thin it a bit for airbrushing.   After that a heavier coat can be done.   
NS, is just black you will not need a base coat for that.
For reds, yellows, and orange I recommend a base coat of white.   This will even out the different tones of the metal or plastic and detail parts so when you spray a red, yellow, orange it will go on smooth and even without darker areas to have to build way up with paint to get it to cover.

My bad , I was in a hurry on the original post so I will now rephrase the question. 

using there spray can paint on plastic which can / color do I want to purchase for primer color only.  
this will NOT be used as a base coat.

OK, so as a primer say on metal to achieve better paint adhereance than you might get with Tru Color alone?     You actually do not need to lay down a primer under Tru Color paint, unless perhaps you are painting it on steel.   Brass, white metal and pot metal castings do not require a primer to get the paint to stick better.    Unfortunately I am not familiar with Tru Color in spray cans as I use an airbrush for painting models.    Perhaps another TOer can answer that.   Also, in my experience emailing Tru Color they will give you a response and then you are getting the information direct from the company who knows thier paints the best.    Still keep in mind you mention paint schemes that involve red, yellow and orange, all them do not cover over dark colors well.   I still think you should use a white undercoat so when you apply the bright colors they are a nice vibrant and uniform tone all across the model.   For instance I just painted a day ago a brass caboose for ATSF.   Because there is some tarnish and of course solder joints and I installed Details West cuhsioned underframe ends which are white metal I sprayed the car with TC white which does cover better than the bright ones.   After drying for a couple of days, likely tonight, I will overspray the white with in this case Tru Color CB&Q Chinese Red,  which is actually super close to ATSF Indian Red.

I think the OP wants to match the color of the locomotives that were delivered in primer and later painted by their owners.

OH !!!!       Sorry I have no idea what shade of primer would have been on the units delivered that way.    Boy did I go down the rabbit hole on this one.   My appolgies, I was sincerely trying to help.

TruColor doesn't make many spray can colors, and some are hard to find. I've heard they'll be discontinuing spray cans because their supplier has a very high minimum order.

That said, Tamiya offers many shades of gray, thanks in part to their aircraft and camo paints. It's hard to judge colors from the online swatches, so you'll probably want to buy a few cans and make your own drift cards to decide which, if any, are the closest match to your prototype.
