Permanently attaching Kato Locomotive Weights

I have a variety of Atlas/Kato yellow box locomotives that I am modifying - some RS3, RS11 and C424.  I would like to attach the locomotive weights to the frame in a somewhat permanent fashion - preferably screws, but I am open to other methods. Has anyone had any success in doing so?  If so, what was your method and what modifications were need to accomplish this?

JB WELD would seem like obvious solution unless you want them to still be removable, then screws or electrical tape would be possible routes.

My preferred method is to use good quality silicone, and leave the shell off for a few days in case the curing silicone off-gasses acetic acid. It's durable and strong, but can be removed with some effort.  (Put it in those places where you can get a knife blade under it if possible.)

Hi Try using the Alien tape double sided and is good and can be removed or reused
I have used it on different items and even on my rubber lens adjustments for my camera
