Many did, but not all.

Not everyone knows the proper terminology of every part of an engine. Some may be new to the hobby. Isn't that why we have this and other sites? At the top is a Mars*** light housing with two beams. The top is a clear Mars, the second light below it in the same housing is red mars light. It was usually only activated (automatically) when the train went into emergency. The two beams below the Mars housing are the regular twin beam headlight.
Having seen video of Wabash locos in action and talked to Wabash railroaders, the oscillating headlights like the Mars brand were not always used. Some engineers didn't like the oscillating light beam, especially at night. (The twin beam light was still on.) Most oscillating lights of the time had moving parts and reportedly were high maintenance like some women I have known... <G> Sooner or later the costs out-weigh the benefits!
