Passenger Trains > New Stub Yard south of Tamien in San Jose

Was riding the CalTrain down to Capitol Station (San Jose) on Friday and I noticed a small, 4 track stub yard being put down just south of Alma Street. Maybe this has been discussed before and I just missed it, but I don't recall hearing about it.

Is CalTrain deciding they need more parking capacity at Tamien, or is
something else going on? What's the story? And when's it supposed to be in use? It looked pretty complete except for some trackwork and ballast.
