NY should seek the Ohio 3-C funds as well, perhaps for a link from Cleveland to the NY Empire Corridor at Buffalo?

I'd settle for making the Empire Corridor more better. First things first, to use a cliche. Buffalo and Cleveland are two cities in decline and you would also have to get Pennsylvania in on that corridor. I'd like to see NY-Buffalo and Chicago-Cleveland squared away. Then you would have compelling reasons to do Cleveland-Buffalo.

Well it is Federal jobs money intended to put people to work in industries like construction and manufacturing that have been hit hard. If the new Governor of WI thinks he's clever enough to get people working without spending the money, why not let New York use it for the intended purpose?

Except that unlike the 3C and the Wisconsin money the
NJ Tunnel money is not jobs program money. It is standard
FTA new Start money. Specially since New York's record at
building anything (and specifically FTA funded new start
projects) within budget isn't exactly spectacular,
what with both 2nd Ave and ESA being already somewhat
wildly over budget, I doubt that they will get that one
easily. Afterall it is New York state's bald faced lying
about budget overrun status of ESA that got the investigation
started which caught ARC playing the same game using
incidentally, the same spending governance monitoring
and auditing outfit, which was happily stating there were
no budget overruns while everyone knew they were at least
a billion in the hole.

The general MO seems to be to come up with some numbers that
meet the FTA new start evaluation criteria, somehow
get the FFG signed and then run out of money 2/3rds of the
way to completion and then run wailing back to the teats to
see how much more can be suckled. FTA USDOT got clever about
it after the Big Dig and started placing caps, and now asking
for exactly who is going to pay for the overruns, before signing
onto the FFG agreement.
