Downeaster update and question

There is CTC on the entire Brunswick Branch and a maximum speed of 60 MPH is permitted from MP 0 to MP 2, MP 2.6 to MP 4.9 and MP 12 to MP 15.7 (mileage measured from ?Deering Jct., CPF 185). The only siding is at Brunswick.
Question - do the Brunswick trains need to reverse direction when they leave Portland to head east?
Also, does anyone know why the max. speed is not 70 MPH, which had been proposed earlier?

The Portland station is off the main a short distance up the former MEC Mountain Sub, so eastbound trains leaving Portland will have a backup move to get to the main and continue to Brunswick. Westbounds will back in. Google Earth shows the area pretty well so you can get an idea of the track layout.

No idea about the speed limit question.
