Some papers may have that, but not many -- having a full-time moderator is a payroll luxury, especially if you consider that would involve staffing 21 shifts per week. Bigger papers have somebody on-duty 24/7, but with other duties as well. A lot have gone to Facebook-based or Yahoo-based systems for comments. Edited 1 time(s).
