At least with a locomotive or NPCU F40 on the ends, they can be swapped out and allow for the trainset to remain in service.

Was talking to a Amtrak conductor, who works out of Portland, earlier this week who mentioned concern about the crew being lower in the cab and more in the "strike zone".
