Slow Orders on 110 MPH MI Line?

The past several Saturdays that I've listened to the Chesterton, IN radio feed, #351 has taken 70 min. or longer to get from the reported departure time at Kalamazoo (amtrak.com) to when he calls the signal at CP 482. Normal running time is 64 min., which I've observed on many occasions earlier in the year.
This morning, NS Chicago West. Disp. held #371 at CP 482 nearly ten min. for #351.

They are doing work on the line to upgrade the signals and track all the way to dearborn. Some trains like 350/355 are only going as far as jackson and then turning around. other trains are running about 30 minutes late.
