Was the westbound also turned around? Passengers bused past the problem in each direction? That would have called for reversing direction to reach the wye.
Dixieland reports Cardinal WB last stop at Culpeper VA at 12:47 pm before disruption. First opportunity to turn train is wye at Gordonsville on the BB. If busing, probably do so at Culpeper.
