New budget year has not begun yet. But from what I know the last one was fiction to get Quinn through the election year and agencies are looking for extra funding to finish the year. As far as Blackhawk, proposed in 08, it is now 15, seven years to get it done but now it is the guy in for 2 months fault. While Quinn was governor he had control of both houses with none of the BAD guys votes needed for anything including extending the tax increase which they did not do, and now sing the blues??????. Blaming someone in office for less than two months for years of fiscal mismanagement??
