with the technician trying to alert the controller of the runaway and the controller not knowing what the technician was trying to communicate, it's pretty evident that their was no emergency radio transmission procedures in the rules or if there are the technician wasn't trained properly to use it ... besides other safety rules there is a definite a need for a emergency radio transmission rules policy be instituted ...
