There is a system of gates. one set just north of West Sacramento that can divert water into the Yolo Bypass when the Rivers reach a certain stage. Photo on the page with the Bypass flooded in '06.

I was there at the depot for over an hour, basing the arrival time on the promotional flyer/webpage. Never did see it. After the Zephyr and a Capitol, and then a coal train, I decided to call it quits. Nice picture, though!
