Matching Private Cars Roll Through Town

The private cars Charter Club (a flat-side dome) and St. James Place (an open-platform car) rolled through Santa Barbara on train 11 today.

This is the first time I have seen either of these cars, at least in their current livery.

The insides looked nice, with lots of woodwork. 

Outside, the cars wear a grey livery and carry the word CHARTER on the letter boards. 

Moreover, it appears the vestibule on the dome has been rendered nonoperational. It appears a tank or something occupies the space on the inland side of the car where the trap usually is, and the vestibule door is stenciled with NO EXIT in white paint.  I'm not sure what the vestibule looks like on the other side of the car.

Anybody know the history of these cars, or what the current story is?

the dome is ex-UP and the platform car is an ex-IC 11 BR sleeper.
They belong to Charter Mfg in Wisconsin.  They are not "for charter."
They also have another two car set of PV's; Imperial Leaf and Golden Moon.

Here's a thru the fence telephoto shot of the dome in Milwaukee last Summer.
Also parked on the siding were Imperial Leaf and St. James Place.
Charter Wire company owned cars.  A long time tenant at the Milwaukee depot.

The Charter cars have now joined several other private cars in the Amtrak yard

Which "Amtrak yard" is this ?  Oakland CA maybe ????

Los Angeles, as seen from the 7th Street bridge.
