Your title is COMPLETELY misleading and needlessly alarmist.  Nowhere in the text or the citation is a shutdown mentioned.

Great. Now more cops will be looking at railfans as even bigger terrorists than ever before!

Don't take it personally, but I think this is the right place to inject my opinion on this matter.

I've been in company of many railfans in recent years, and it seems a few of them behave in certain ways to attract negative law enforcement attention. Sometimes, it helps to analyze one's own behavior (especially body language) before blindly portraying railfans as helpless victims of police oppression. :-)

When I railfan alone, (knock on wood), I've not been harrassed by law enforcement, except when there were trespassing issues. Since I tend to cooperate, those encounters have thus far had happy endings.

But it's everyone else's fault but theirs.

Funny, the Metro was not shut down at all. A few more Deputies out and about was about it.
The specific station that was in the "tip" got a visit from the Bomb Squad and had much more then "normal" security.
But the trains and the busses were still movin'.

As others have said. the title is blantenly misleading.

Funny how the OP refuses to correct it.
