San Diego Trolley South Line Upgrades

I rode the Blue Line to San Ysidro last week for the first time in a few years. It is a completely different railroad from my forst ride with jointed rail and wooden trestles. It is all first class and now what looks to be signaled bi-directionally instead of just double track ABS.  I was highly impressed. Is that the case or is it PTC? Is the East Line (orange) going to get the same treatment?

No PTC on the San Diego Trolley. Not required.
