If your passengers can't get to the stations, they aren't going to ride the trains. Why spend huge amounts of money to run empty trains. It's been twelve years ago but I ran the first bus from a whole area in the west part of Cincinnati during a code three snowstorm. Usually there would have been several local buses and two express buses full of people but I picked up only a handul of people which made it no easier to have to back down a hill that the bus could not make.
