If Amtrak launched a program to deep clean and tighten up hard-used cars in daily service, this could be a good swap out set. Pull four cars off the CONO, put these cleaned cars in their place, then put the 4 cleaned CONO cars back and take 4 more. Continue on to the Builder, Zephyr, etc for a continuous improvement process
