Wonder why this unit wasn't plastic wrapped before it left Siemens manufacturing facility???

On the CTA Orange Line recently (February) there was a crew on my car with paint brushes/paint and other supplies to cover up paint vandalism. We stopped between stations so crew could get off and paint over another eyesore. CTA sends these employees out everyday system wide to remove graffiti. Having experience in this area, I can assure you, this vehicle was shipped from Sacramento with the blue condom.
