Plus how quickly you want to accelerate and how much HEP capacity is needed. A single unit had no trouble handling the eleven car Lake Shore Limited last year, although from recent pictures it looks like they may have returned to two unit operation.

According to OTOL, there are 17 "active" heritage baggage cars. However, 12 of the 17 were reactivated to serve as empty cars where the host railroad requires a minimum axle count. Given that, it appears there are 5 heritage cars still serving as baggage cars.

The 10 Bag dorms ought to get rid of the 5.
CN's crappy signal system means keeping around the other dozen.

One P42DC can handle 8 cars (6 Amfleets and 2 private cars) up the "mountain" from Altoona west this afternoon.

Does old baggage cars in work service count as active? I just saw a couple of them in the Wilmington DE shops as we zoomed by on train 148 a couple hours ago.
