Brother Kenny is a member of Division 11 (New York, N.Y.). He joined the Brotherhood on March 1, 1981, and has served as General Chairman since 1998, having also won reelection by acclamation in 2009 and 2013. From this page: http://www.ble-t.org/about.asp All the Local Chairmen on a particular railroad constitute the BLET General Committee of Adjustment on that system; this General Committee is autonomous and responsible for negotiating, making, interpreting and enforcing contracts between engineers and their railroad. Larger railroad systems may have more than one General Committee and General Chairman. In the most basic terms, GCAs deal with collective bargaining issues with a specific carrier, while the Legislative committees deal with regulatory issues. Guess being retired myself doesn't matter that much any more. I just remember my Division had some issues with Brother Kenny.

Many people have mentioned "minor issues" which do not rise to a level sufficient to cause a strike / walkout. Things like sitting on claims and grievances, etc for months at a time.
