W991-15 was the CSX symbol once handed off to CSX from UP in E. St. Louis.  It maintained this symbol all the way into Riverside Yard/Baltimore to drop off the two new MARC SC44 Chargers 83 & 84, and remained the symbol up to Philadelphia to deliver the two SEPTA ACS64's 902 & 903. Passed White Marsh on 02/20/18 at 14:07 EST (20 axles on the DED at mp 80.4), with UP 7510 still the lead unit

I'm not the OP, but my guess would be Langhorne, PA.
